On Sunday, October 27, at approximately 10:56 p.m., Parramore Bike Units responded to 55 West garage in reference to a suspicious vehicle. The vehicle fled from the parking spot, ignored commands and exited the garage at a high rate of speed.
The vehicle drove recklessly east on Pine Street and ran a red light at Pine Street and Orange Avenue.
The vehicle struck another vehicle on Pine Street and Court Avenue and continued towards Pine Street and Magnolia Avenue. The vehicle drove toward officers at Pine Street & Magnolia Avenue. At this time, one officer discharged his firearm at the vehicle.
The vehicle rammed the rear of an OPD marked vehicle, continuing north on Magnolia Avenue before wrecking at Livingston Street.
The suspect exited the vehicle, ran from officers, and was arrested. The suspect was not hit by gunfire.
The officer involved was not injured and will be on paid administrative leave. As with all officer involved shootings, FDLE will conduct an independent review of the incident, followed by the State Attorney’s office. Additionally, the Orlando Police Department will conduct its own internal investigation.
The officer did have their body worn camera on during the incident and per policy we will make the body worn camera available to the public within 30 days.
The suspect, Cliff Presley Garcia Francois (DOB 03/05/1995), is a convicted felon who has been arrested 11 times for felonies including:
- Aggravated Battery with Great Bodily Harm
- Home Invasion with A Firearm
- Carjacking with A Firearm
- Tampering with Evidence
- Kidnapping
- Robbery (2)
- Grand Theft (2)
- Burglary (2)
