@Pitcrewprincess My overall point was...scholarship should be dispensed to whomever the source of the funds wishes. Unless its tax funds being used...they are free to give to whomever they choose

@Pitcrewprincess Very salient point. To which many tribes got SOVEREIGN LAND to which they can govern as they see fit. The revenues from those lands...non taxable (i.e. casinos and gambling). This isnt a tribe by tribe comminality (because all tribes didnt get a res) but you get the gist.
