@EvanLuthra Not uncommon. The US justice system and law enforcement devote a SIGNIFICANT amount of time to creating crimes just to entrap people in highly publicized "sting" operations for the positive media coverage. I think Jon Oliver or Daily Show did a feature on it recently.
