The cognitive domain of modern warfare must not be underestimated.

Russia is waging a global battle for the minds of people through a comprehensive network of tools and channels, including Rossotrudnichestvo and so-called Russkiy Dom (“Russian House”) cultural centers. They in fact serve as tools for disinformation, destabilisation, and espionage.

We commend the measures the authorities took across Europe to block these networks including Germany, where Russian House was closed yesterday in Berlin after years of malign influence.

Our shared European home is not the place for “Russian houses” promoting war propaganda and actively working to shatter peace in Europe.

Despite a wave of closures, some of these disinformation centers continue to operate in at least seven European countries.

The scale of network activities in Africa, Central and Eastern Asia, Asia-Pacific and South America is even bigger.

In several countries, its official infrastructure remains intact. In some countries, Russkiy Dom is integrated into Russia’s diplomatic infrastructure.

Ukraine has officially addressed governments across the globe to recognize the threat for their national security posed by this network. We provided arguments for limiting their operations and closing them entirely.

This is just a fragment of the absolutely nightmarish stuff from the just-released UN report on sexual violence in Russia's invasion of Ukraine:

• Violations detailed in the report include rape, gang rape, genital mutilation, electric shocks, and genital beating
• Russian forces are responsible for the vast majority of sexual violence in Ukraine
• The majority of victims are Ukrainian men. In a common form of torture against Ukrainian POWs detailed in the report, Russian forces electrocuted men's genitals using tasers or a Soviet-era military field telephone known as a 'tapik.'
• Women and children, primarily in Ukrainian territory occupied by Russian forces, also fell victim to rapes and sexual assault. The youngest documented rape survivor was a four-year-old girl, and the oldest was an 82-year-old woman, with both cases perpetrated by Russian forces.

Our long-range responses had a very significant impact in the Moscow region last night. One of Russia’s key oil industry facilities and the aggressor’s logistics facility were hit. These are billions of dollars that sustain the war machine. The systems used included FP-1, RZ-100, MICH-2000, Palianytsia, Vendetta, Liutyi, Bars, Flamingo, Sichen, and Pelican.

I thank our warriors for their accuracy: the Security Service of Ukraine together with the Unmanned Systems Forces, the Special Operations Forces, the Defense Intelligence of Ukraine, and the Foreign Intelligence Service. Sanctions were also imposed on a facility in the Voronezh region. Moscow must end its brutal war and choose peace instead of building layered rings of air defense at the expense of other regions. Steps toward de-escalation are on the table – in energy and food security. What is needed is political will. I thank everyone who is strengthening Ukraine’s long-range capabilities. I am grateful to everyone who complements our long-range responses with responses through sanctions. Glory to Ukraine!

🇺🇦🇮🇸 On my way to the UNGA high-level week, I am pleased to pay my first bilateral visit to Iceland.

I held productive talks with my Icelandic colleague, Þorgerður Katrín Gunnarsdóttir @thorgkatrin, building on the recent visits by President Zelenskyy and Chairman Stefanchuk.

I informed my colleague about the situation in Ukraine, Russia's relentless terror, the blockade in the Black Sea, and our ongoing peace efforts.

We followed up on the agreements reached during President Zelenskyy's visit and agreed to accelerate preparations for the signing of the Drone Deal between our countries.

Ukraine is ready to share its unique experience in protecting critical infrastructure with our closest friends, among whom Iceland undoubtedly ranks.

We also discussed ways to deepen practical cooperation between Ukraine and the Joint Expeditionary Force.

Ahead of the UNGA high-level week, we coordinated our positions on the most pressing international issues.

We paid special attention to Russia's destabilising activities across Europe and ways to counter them.

Energy resilience remains a critical issue ahead of winter — and I am grateful to Iceland for its readiness to continue vital support.

I thanked Minister Gunnarsdóttir for her strong personal engagement, for her advocacy of our shared initiatives in every international forum, and for Iceland's consistent and sincere support for Ukraine.

Władysław Kosiniak-Kamysz said that if Ukraine is left without enough air defense systems and ammunition, Russian drones could make it farther west — including toward the Polish border.
