🎖️Inside the Room: Binance’s Africa Legal Head Meets the NBE

Larry Cooke, Binance’s Africa Legal Head was recently in Addis Ababa for direct consultations with the National Bank of Ethiopia (NBE).

His interview with Shega provides the first clear look at the discussions following the recent P2P restrictions... The delisting was a compliance move, Binance confirmed that the removal of Birr-paired trading was a direct response to regulatory requirements.

The platform is prioritizing cooperation with the NBE to ensure they operate within the country's legal framework addressing Price Discovery concerns.

A major point of discussion was the NBE’s concern that P2P rates were being used as an unofficial benchmark for the Birr. Binance shared data showing that while the platform is a point of price discovery, it is not the cause of currency volatility, which stems from broader macroeconomic factors

The shift to unregulated spaces.
In the meetings, Binance warned that a total restriction on verified platforms often moves trading activity to unmonitored channels like Telegram.

They emphasized that maintaining users on KYC-compliant platforms is safer for the financial system than pushing activity underground.
A framework is in development and
the NBE indicated that current measures are part of a phase where they are taking time to study and build a formal regulatory structure.

The dialogue remains open, with the goal of eventually creating a Sandbox that allows for supervised innovation.
The visit signals that international exchanges are actively seeking a middle ground to align with Ethiopia's financial goals while keeping the door open for future digital growth.
