The system is designed to cater to flood events of specific return periods, e.g. 10, 50, or 100 yrs. to ensure the infrastructure can with stand different flood scenarios for the catchment area that feeds into the channel

That's why it was only partially opened to light traffic.
This shutdown will allow the installation of the joints, and then the bridge will be opened to all traffic.

Specifications would include information like material grades, equipment required, method of execution,quality control measures, labour skill set and certifications, etc. Two similar projects with different specifications can never cost the same.
@Handyman02@RonaldMuhinda I can't really defend the cost because i don't have the details and specifications of the works. My point was that the works were more than just laying asphalt.
@TimmyMoropa@RonaldMuhinda I do know that the new bearings had to be custom-made from china. All these increase the project cost. Is the 11 billion overpricing the project? Maybe or maybe not.

But, many factors always dictate the cost of projects in civil engineering, be it plant, material cost, overheads etc. For this particular project
