Tesla has been working hard toward shipping Full Self-Driving (Supervised) in Europe for over 12 months now. We have given FSD demos to regulators of almost every EU country. We have requested early access, pilot release programs or exemptions where possible.

We have developed & shared detailed safety evidence for FSD, now public in our latest Safety Report. And we have driven over 1 million kilometers safely on EU roads across 17 different countries (internal testing). 

Our main path to success is partnering with the Dutch approval authority RDW to gain exemption for the feature. This involves proving compliance with existing regulations (UN-R-171 DCAS) + filing an exemption (EU Article 39) for yet-to-be-regulated behaviors like Level 2 systems off-highway, system-initiated lane changes with hands-off the wheel etc. 

Some of these regulations are outdated and rules-based, which makes FSD illegal in its current form. Changing FSD to be compliant with these rules would make it unsafe and unusable in many cases. While we have changed FSD to be maximally compliant where it is logical and reasonable, we won't sacrifice the safety of a proven system or materially deteriorate customer usability. 

As a result, we are gathering evidence to get exemptions on a specific rule-by-rule basis. Unfortunately, the real world fleet-proven safety wins alone are considered insufficient. 

Currently, RDW has committed to granting Netherlands National approval in February 2026. Upon NL National approval, other EU countries can immediately recognize the exemption and also allow rollout within their country. Then we will bring it to a TCMV vote for official EU-wide approval.

Dear Tesla Team,

I am a Tesla owner in Europe, and while I truly appreciate the innovation and quality of my vehicle, I feel compelled to provide feedback on the Basic Autopilot system. It’s become increasingly clear that this feature has not seen meaningful improvements for several years, and in some cases, there have even been regressions that affect safety and usability. As a loyal customer, I believe addressing these issues would greatly enhance the driving experience for European owners and align with Tesla’s reputation as a leader in autonomous driving technology.
From my own experience and discussions I’ve seen on X (formerly Twitter), many users share similar frustrations.

For instance, the system often exhibits phantom braking on highways, even at speeds like 130 km/h when it mistakenly “recognizes” lower limits, leading to sudden and unnecessary slowdowns. Speed limit recognition remains unreliable, frequently ignoring local signs and laws, which is particularly problematic in diverse European road conditions. Additionally, the Autopilot tends to cross centerlines on tighter curves and struggles with smooth braking, making it less trustworthy on winding roads.

Navigation and maps are another area of concern; updates are infrequent and often inaccurate, especially in regions like Eastern Europe where new roads go unnamed and speed limits are incorrect. This forces drivers to rely on third-party apps, which defeats the purpose of Tesla’s integrated system. The automatic wipers, tied to Autopilot in our region, also activate erratically even on clear days, adding to the frustration.

It’s disappointing that while Full Self-Driving (FSD) advances rapidly in other markets with end-to-end AI, European owners are stuck with an outdated stack from as far back as 2019. Regulations may limit full FSD rollout, but surely there’s room to introduce an enhanced version of Basic Autopilot—perhaps an FSD Lite—that incorporates newer neural networks for better performance without violating local rules. Petitions and calls on X highlight a desperate need for progress here, as the current setup no longer feels representative of Tesla’s cutting-edge capabilities.

I urge the team to prioritize updates for Europe: improve phantom braking mitigation, enhance speed and sign recognition to comply with local driving laws, update maps more frequently, and explore ways to bring AI-driven improvements to our Basic Autopilot. These changes would not only boost customer satisfaction but also help maintain Tesla’s competitive edge in the European market, where sales could suffer if perceptions of stagnation persist.
