Under Sec 2(33) JJ Act, a crime is heinous only if min sentence is 7+ yrs. Jamui charges (POCSO 8,12, BNS 74,76) fall as serious offences, not heinous and even in heinous crimes, 16–18 y/o aren't freed at 18 under Sec 20, they face jail past 21.
