I believe they are the ones who would have the ability to limit salaries of upper management and redirect it to other staff. And I don't see library worker's turning on each other. They are opposing the board, but not each other.

@realfatapollo I wasn't around in 1974 but I suspect they aren't all that different. Libraries have always been a refuge for those that society forgets. There are perhaps more forgotten in today's society.
