College r refunding only Rs.8000 for 76days for non staying period in hostel. They are saying it is only for food but what about water, electricity, maintenance bill and medical insurance

Hostel fees for one semester is Rs. 41350 then for 76 days Refundable amount will be around Rs.17000.
college declared holiday from 16th march .So, in academic session 16th march to 31th may. But they are not doing refund as per the norms.
