YES and NO.
Mystery is only celebrated when it delivers results not year in year out failure to reach objectives.
Mysteriousness must always provide a win for the people in order for it be celebrated. Otherwise it's just a tool to not be accountable and to hide poor leadership tactic.
Should a leader have secret tactics YES. You can't let people know when you will attack right? Which general of war has ever displayed their plan of attack?
Which begs another question completely...what areas of leadership need to be mysterious.
One who is mysterious is often only accountable to themselves and cannot be corrected or faulted on a plan only they knew.
The question for those being led who find themselves led by a mysterious leader is "what in fact are we being led to? Is it another demise, a success, dream land, or to hopeville? SO, in conclusion, I maintain my answer to your question, YES and NO.
Whatever strategy a leader applies the question of its success and whether it is correct is: Did it produce the desired POSITIVE result! That's all that matters!
