AN OPEN LETTER TO THE CHAIRMAN-DESIGNATE OF NAHCON.
To the Nominee for Chairman, National Hajj Commission of Nigeria (NAHCON),
Sir,
As you stand on the threshold of your Senate confirmation, you are not merely stepping into a government office, you are walking into a minefield.
The National Hajj Commission has historically been the graveyard of reputations, where tested and verified integrity goes to die. If you intend to be the man who breaks the "corruption jinx," you must accept that you cannot fix this system by befriending it. You must be prepared to be the "lonely reformer."
1. The Creed of the Unbendable.
Before you take the oath of office, you must set a personal creed, a set of non-negotiable guiding principles. Write them down. Let them be your North Star. In the coming months, you will be offered "gifts" that look like gestures of goodwill but are actually anchors designed to pull you into the murky depths of systemic compromise.
2. 70% Purge; Cleaning the Augean Stables.
On your first day, look at the faces of your Directors and key management staff. Understand that many have stayed so long they have become the architects of the very corruption you are sent to fight. They know unbeatable ways to corrupt you convincingly.
A. Profile them immediately with the intent of purging at least 70%.
B. The Reality: It will shock you to learn the lengths some went, the bribes paid and the connections moved, just to be posted to NAHCON. They are not there to serve pilgrims, they are there to harvest.
3. The "Merchants of Venice" and the Godfather Trap.
Ask yourself, who helped me get this job? If your path to this appointment was paved by the corrupt traditional leaders or politicians with questionable pedigrees, you are already in debt.
- These are the "Merchants of Venice." They will soon come for their pound of flesh.
- They will expect you to attend to their families, their girlfriends, and their business interests at the expense of the Nigerian pilgrim.
- The Warning: If you find you cannot operate without their deadly interference, have the courage to rescind your appointment. It is better to leave with your name than to stay and lose your soul.
4. Beware the "Political Ambition" Trap.
Let this be a stern reminder: If you intend to use this appointment as a financial war chest to fuel a future political ambition, you have already set the first trap for yourself. Hajj is a sacred service. To treat it as a stepping stone for political "ladder-climbing" is to invite a curse upon your career. Do not seek alliances with the powerful for protection; work only with your conscience. If you are there to fix it, you need no protector but the truth.
5. Dismantling the Cartels with Digital Landmine Detection.
The sector is crawling with players who are desperate to regain lost ground, and stooges serving as proxies for those inside and outside the system.
The Solution: Treat these structures like landmines. Use data and experts from Anti-Corruption agencies to diffuse them.
A. The Tech Revolution:
Move 90% of operations, from payment to pilgrim capturing, to electronic platforms. When you digitize the process, you strip the corrupt "State Secretaries" of their power to extort.
B. AI Integration.
For housing, airlines, feeding and logistics, move everything to secured mobile apps with AI assistants. Remove the human middlemen who screen contractors. Let transparency be the only gatekeeper. With technology, your data will help you in making powerful decisions.
Closing Charge
The Nigerian public is watching.
The Senate will screen you, but the Archives of History will judge you. You have a choice, become another footnote in the history of NAHCON’s mismanagement, or stand tall as the man who finally prioritized the pilgrim over the politician.

As a Muslim, let me address your concerns from an Islamic perspective,
First, on taking loans in general:
Yes, Islam permits borrowing money as long as it's free from riba (interest), which is strictly haram as per the Quran (e.g., Surah Al-Baqarah 2:275-279) and numerous hadiths.
The Prophet (PBUH) encouraged helping others with qard hasan (benevolent, interest-free loans) and even prayed for those who lend without expecting profit. However, loans should only be taken out of necessity, and one must intend to repay promptly to avoid sin
delaying repayment when able is zulm (injustice), as per Sahih Bukhari.
Now, specifically for Hajj:
Hajj is fard (obligatory) only for those who have istita'ah the physical, financial, and secure means to perform it without leaving dependents in hardship (Surah Ali Imran 3:97). Scholars like Ibn Taymiyyah and contemporary fatwas from bodies like the Fiqh Council emphasize that if you can't afford Hajj outright, it's not obligatory on you yet.
Taking a loan for it is generally makruh (disliked) or even discouraged by many ulama (e.g., Sheikh Ibn Baz), because it might lead to debt burden, and Hajj should be from halal earnings without financial strain.
However, if the loan is interest-free, repayable easily without hardship, and doesn't compromise your obligations (like family support), some scholars permit it as a facilitation, viewing it as similar to saving up over time.
But the ideal is to wait until you can fund it yourself, as the Prophet (PBUH) said in a hadith in Tirmidhi: "Hajj is not obligatory except upon the one who finds the means."
Regarding the Kebbi State government's N10 billion loan for 2026 Hajj pilgrims: From reports, this is indeed an interest-free recoverable loan provided to residents to cover remaining payments for additional slots, secured by the government to help intending pilgrims. It's framed as a temporary support to the Pilgrims Welfare Agency, allowing pilgrims to repay the principal without riba, which aligns with qard hasan principles.
If it's truly riba-free as stated, that's halal in structure. But pilgrims should still self-assess their istita'ah don't take it if repayment will cause undue hardship, as that could invalidate the spiritual intent of Hajj.
May Allah guide us all to perform Hajj with pure means and accept it from those who go.
