I also know that when someone is still actively resisting you increase your level of force and decrease it in line with incident which they did.

The law states that they may use upto and including lethal force to protect the right to life of others and themselves when they hold an honest belief that danger exists. The man was armed, when he was unarmed the level of force decreased. Watch it again.

They used less force than the attacker, they are allowed to use any force up to and including lethal, to protect the inalienable right to life of everyone in that immediate area when there is someone actively trying to kill people. @ChrisMaslanka From tazer deployment to the knife being away from the guy was 20 seconds. How is that not fast moving? Until the knife is away from the subject hes is still a threat. Its clear you dont understand that.

Kicking the arm thats under his body is virtually impossible, also runs the risk of the knife going through your foot. How about you come down and take a course in UOF, you can try your plan.
