I’d like to share an interesting anecdote related to this.

In 2007, AMD established a major research and development center in Shanghai, China. The company believed it needed Chinese engineers to compete with NVIDIA. After careful consideration, AMD decided to foster internal competition by pitting a Chinese team against an American team within its Shanghai operation. The initiative was called the “Saima” (賽馬, literally “horse racing”) Project.

Saima is an extreme internal competition system in which several teams are assigned the same project, with only the best-performing team’s work ultimately selected.

The result? The Chinese team far outperformed the American team in R&D efficiency.
