1) The Korean War was not a civil war. It was Stalin who made Kim Ilsung (then, only 33 years old guy who had fled from Manchruia to China in around 1937 and had served in the 88th International Brigade, as a USSR captain, ) as the leader, in 1945. Mao sent 3 million soldiers, of which one million perished. In 1949, Stalin got nukes and Mao gripped the whole of China. They wanted to probe how much importance the US put on the Peninsula.
2) Some Koreans argue that the current law is prohibiting the export of weapons to an area in conflict. It is misinformation. Here we have a three tier hierarchy of law(act)-rule-guideline. Once a law is enacted by the legislature, the President defines more concrete rules to implement the law and the MInister defines the nooks and crannies(guidelines) of the rules. Rules and guidelines(령, 규칙) are relatively easy to change, since the change does not involve legislation. There is no such law(법) prohibiting the export of weapons to a conflict zone. There are guidelines (규칙) which says “the weapons should be used for peace and stability”. Weapons to Ukraine are for peace.
