Is a passport proof of Indian citizenship? The Ministry of External Affairs says the answer is more nuanced than many people think.

On the occasion of the 14th Passport Seva Divas, the Ministry of External Affairs clarified that an Indian passport should primarily be regarded as a travel document, not as conclusive legal proof of citizenship by itself.

The clarification has surprised many because passports are issued only to Indian citizens.

However, the MEA explained that while a passport facilitates international travel and is granted to citizens, its possession alone does not independently determine or establish a person's citizenship status in every legal context.

The statement has sparked widespread discussion about an important question:

If a passport is primarily a travel document, then which documents legally establish Indian citizenship?

The clarification has renewed conversations around identity, documentation, and the legal framework governing citizenship in India.

For many people, it also serves as a reminder that different government documents serve different legal purposes.

A passport enables international travel.

Other documents and legal processes may be relied upon when questions relating to citizenship arise under Indian law.

Kolkata Metro under Government of India and railway officials are making a list of projects that can either be fast-tracked or started, now that there is synergy between UnionGov and Government of West Bengal.

🔵 𝐁𝐥𝐮𝐞 𝐋𝐢𝐧𝐞 ➜ A sum of ₹671.7 crore has been cleared for upgrading signalling, traction substations, and third-rail systems. The practical outcome is potentially reducing train intervals from current levels toward 2.5-minute frequency.

🟠 𝐎𝐫𝐚𝐧𝐠𝐞 𝐋𝐢𝐧𝐞 ➜ The 366-metre Chingrighata imbroglio of the Orange Line is set to be solved at last, as the traffic police have agreed to grant the long-pending traffic blocks from May 15. Construction will begin and would take 8-9 months to complete.

🟡 𝐘𝐞𝐥𝐥𝐨𝐰 𝐋𝐢𝐧𝐞 ➜ With the aim to connect Noapara and Barasat, the line is now operational between Noapara and Airport. Officials believe fresh funding and approval is expected. Construction is underway up to Michael Nagar, with a proposal sent to the Railway Board for an underground extension from Michael Nagar to Barasat.

🟣 𝐏𝐮𝐫𝐩𝐥𝐞 𝐋𝐢𝐧𝐞 ➜ Construction of the Purple Line's Esplanade station has been stalled because traders at BC Roy Market are unwilling to shift to an alternative site. Officials believe the issue will be resolved now.

🌸 𝐏𝐢𝐧𝐤 𝐋𝐢𝐧𝐞 and 🟢 𝐆𝐫𝐞𝐞𝐧 𝐋𝐢𝐧𝐞 ➜ The Baranagar-Barrrackpore corridor of the Pink Line, the Howrah Maidan-Santragachhi Bus Terminal corridor and Sector V-Teghoria corridor of the Green Line are currently stuck due to Union-State funding issues which officials expect to get resolved now.

একটা বেশ চমৎকার অভিজ্ঞতা হল। ভর দুপুরে ঈশানকে স্কুল থেকে নিয়ে ফিরছি। দেখলাম রাস্তার পাশে সংবাদপত্র বিক্রি হচ্ছে। কিন্তু বিক্রি করার কোন লোক নেই। খানিকক্ষণ অপেক্ষা করার পর এদিক-ওদিক তাকিয়ে কাউকেই দেখতে পেলাম না শুনশান দুপুরে। খানিক দুরে রাস্তার ওপারে একটা চায়ের দোকান। একজন ঝিমুচ্ছে। সেখানে জিজ্ঞাসা করতে বলল উনি মাঝে মধ্যে এইভাবে কাগজ রেখে দিয়ে চলে যান। আপনার যেটা নেবার নিয়ে দামটা রেখে দিয়ে চলে যান।

বেশ অবাক লাগল। আমি চাইলে পেপার এমনি এমনি নিয়ে যেতে পারতাম। কিন্তু ভদ্রলোক অসীম বিশ্বাসের উপর ভর করে তার দোকানের সমস্ত প্রোডাক্ট খোলা রাস্তায় ছেড়ে দিয়ে চলে গেছেন। যাই হোক আমি একটু কিন্তু কিন্তু করেই খান পাঁচেক পেপার নিয়ে টাকাটা দিয়ে, আবার চায়ের দোকানে লোকটাকে দেখিয়ে বললাম আমি কিন্তু দাম দিয়ে গেলাম।

লোকটা শুধু হেসে বলল, 'বুফে সিস্টেম।'

ছোটবেলায় দাদুর কাছে শুনেছিলাম ইউরোপের নানা শহরে নাকি এভাবেই পেপার বিক্রি হয়। বেলঘরিয়ার কলোনি বাজারে হঠাৎ করে এরকম ব্যাপার দেখব এটা কখনো ভাবিনি।

পেপারের দাম গড়ে পাঁচ ছ টাকা করে ধরলে উনি কমপক্ষে ৮০০ টাকার মত জিনিস খোলা রাস্তায় বিশ্বাসের উপর ভর করে রেখে গেছেন। আমি প্রথমে ভাবলাম, পাঁচ টাকা দাম । কে আর মারবে। তারপর এটাও ভাবলাম বেশ কিছু বড়লোক মানুষ অনেক টাকা দিয়ে রেলের এসি কোচের টিকিট কেটেও, রেলের ছোটো তোয়ালে চুরি করে নিয়ে যান।

কিন্তু এই ভদ্রলোক হয়তো পরখ করে দেখেছেন, এই বাজারেও যারা পেপার পড়ে তারা হয়তো পয়সা মারবে না। ফলতার ফুটো মস্তানদের দাপাদাপি দেখে দেখে যখন চোখ হতাশায় ক্লান্ত, তখন এই অভিজ্ঞতা ভালো লাগল.... সাধারণ মানুষের মধ্যে বিশ্বাস, সততা আজও বেঁচে আছে।

সমাজটা আজও এই বিশ্বাসের ওপরই আস্থা রাখে॥
