I am a professional solar engineer who's certified by reputable organisations and have been involved in various projects cutting across various sectors e.g.Telecommunications (provision of solar backup for network infrastructure), Higher Institution, Fueling Station, Residence and Commercial amongst others.
So speaking from an expert view and not guessing, the quotation above is ambiguous. Note am not saying the funds quoted are too much or small because it depends on product, brand and quality you're making use of depending on customers'requests that determine the price but am talking about the equipment.
Firstly, we have different types of inverters e.g Hybrid, Non Hybrid, Low voltage inverter, High Voltage inverter, Transformer Inverter, Transformerless inverter, power inverter and so on. Which one is he using?
Secondly, panels are also of different types i.e Mono, Poly, Half Cut, Full Cut, etc and what is the wattage of the panels?
Thirdly, again which type of battery is it lead acid, lithium or tubular and what's the amp & voltage of the batteries.
Also what size of cables is he planning to use because the energy you're generating will determine the cable to be used but most road side installers don't know this, they just get any cable size and install. This is the reason sometimes clients complain that the solution is not working or not to expectations and in the worst case scenario a fire accident will occur because the cable will be receiving more than it can take leading to over heating.
These are some of the observations but for those saying you can't use an inverter without a Charge Controller, that's a blatant lie. You can, it depends on your design and we can even do solutions that won't require batteries which you can use just during the day.
The quotation is not professional at all because a lot is mixing in it and it's not clear.
Also depending on the region you are will determine how your solution is designed as we have a pick period and off pick period which varies from one region to another.
So let's not be too quick to judge and what is common in all cases in Nigeria is that everyone is an expert on what they are not, giving opinions and views without full knowledge of a situation or practice.

@Lawma_gov your oversight function of monitoring your PSP operators has been degenerating for some years now. Despite constant increment & banning of cat pusher, your PSP operators fail to pick up dirt as at when due.

@Al_mustaphar@Lawma_gov@tokunbo_wahab@LasgMOE The whole of my environment is littered and we're even in the rainy season. Imagine it was those areas where they dump refuse in the drains while it rains, then the citizens will be blamed. PSP are not doing what they're paid for and no alternative.

I tried resolving it by calling LAWMA help line several times but they will just change for the month I reported and go back to the statusco. I am tired of doing that
The efforts of the Lagos State Government @followlasg in ensuring a cleaner Lagos is being put to waste by the service providers engaged

I have put a call through to the LAWMA help line several times last year reporting this same inconsistency in the way the PSP Operators carry out their duty but it has not yielded any serious turnaround. I remember them telling me maybe that's the arrangement they have with us
