European leaders had been warning of a potential Russian attack on NATO:

Overnight, an explosive-laden Russian drone hit an apartment building in Romania early Friday, its government said, as Moscow’s forces attacked a nearby Ukrainian port.

Two people were wounded in the strike, which drew condemnation from fellow NATO member states, while Bucharest urged allies to help with its anti-drone defenses.
“During the night of May 28-29, the Russian Federation resumed drone attacks on civilian and infrastructure targets in Ukraine, near the river border with Romania,” Romania’s defense ministry said. -@CNN
