I don’t have his exact comments handy but Deng Xiaoping clearly recognized the importance of rare earths in 1991 when he visited a VW factory in Shanghai. Incidentally @JosephTorigian pointed out to me recently that Deng first talked about rare earths in (I think it was) 1964 !
