China has launched a "special maritime operation" east of Taiwan to thwart attempts by Japan and the Philippines to legally divide the region between themselves.
What lies at the heart of the conflict?
Japan and the Philippines have officially begun negotiations to determine the precise boundaries of their Exclusive Economic Zones (EEZs) in the Pacific Ocean. The issue is that the area they intend to demarcate lies east of Taiwan. Since Beijing regards Taiwan as one of its provinces, it automatically lays claim to all surrounding waters, the continental shelf, and the resources located there.
By effectively ignoring Beijing, the Philippines and Japan have signaled that they do not view the country as a legitimate actor in this specific region. China’s Foreign Ministry has already dismissed these negotiations as "completely illegal and invalid," citing the United Nations Convention on the Law of the Sea (UNCLOS), which mandates that boundary demarcation between neighboring states must be based on mutual agreement.
In doing so, Beijing is not deploying its military, but rather civilian and paramilitary entities—specifically the Ministry of Transport and maritime safety and rescue agencies. This is a classic "gray zone" tactic: China displaces its adversaries using its civilian fleet.
