Floch single handedly has the greatest character development in Attack On Titan:
He goes from a terrified kid to hearing Erwin’s speech and riding straight into certain death with him. He somehow survives and is left carrying the weight of that sacrifice, having watched the bravest men he knew die for a future they would never see.
Then he learns the truth. The outside world does not just want the soldiers dead, it wants every civilian in his country erased as well.
From that moment on, Floch understands that the world only moves forward through ruthless resolve, and he chooses to become someone willing to be hated if it means his people live.
In the end, every friend betrays him and his country, and Floch still stands alone with unwavering courage. He launches one final suicidal charge against overwhelming odds and pure plot armor, and he almost succeeds. He dies the same way he lived after Erwin, charging forward so his people might live.
