Dear Nigerians,
For many years, Nigeria has possessed some of the most promising deep offshore oil and gas resources in the world, yet several major developments have remained stalled. Oil lies beneath our waters. We have the engineers, businesses and young people capable of doing increasingly sophisticated work in the sector. What has often been missing is the certainty required for investors to commit billions of dollars, over many years, at the scale needed to turn that potential into production, jobs and opportunity for Nigerians.
We cannot afford to leave that opportunity beneath our waters for another decade.
I have therefore signed the Deep Offshore Oil and Gas Projects Incentives (Tax Remission) Order, 2026, to provide clear and predictable terms for a new generation of deep offshore investment in Nigeria.
The framework has the potential to unlock up to $50 billion in investment, beginning with the approximately $10 billion Bonga South West project. For existing deep offshore leases, there is a clear window to reach Final Investment Decision by 31 December 2029 and receive the full standard incentive available under the Order.
There is urgency to this work. Capital moves, and countries compete for it every day. The countries that attract long-term investment are not necessarily those with the greatest natural resources. They are the ones that provide the greatest certainty.
Nigeria must be one of those countries.
This Order marks the tenth major policy directive of my administration targeted specifically at the oil and gas sector. Each has dealt with a constraint holding back investment, production or value creation. Taken together, they represent a deliberate effort to make our oil and gas industry more competitive, attract capital back to Nigeria and ensure that more of the value created from our resources remains here at home.
But attracting investment is only half of my purpose.
I want the work that comes with these projects to come home to Nigeria. I want our engineers involved, our fabrication yards working, our marine and technical service companies securing contracts, and our young people acquiring skills that will remain valuable long after the first barrel is produced.
The Order reflects this priority. For projects accessing its supplementary incentives, activities are to be performed in Nigeria, subject to clearly defined exceptions and Nigerian Content requirements.
My ambition is that we use this new investment cycle to build Nigeria into Africa’s regional hub for deep offshore project execution. We should not only possess the resources. We should increasingly possess the skills, businesses and industrial capacity required to develop them.
When I engaged the Chief Executive Officer of Shell plc, Mr Wael Sawan, I directed my team to look beyond a solution for one company or one project. We needed a framework that could unlock a wider pipeline of investment while protecting Nigeria’s long-term interests.
That framework is now in place.
Ultimately, I will judge its success by what Nigerians see from it in terms of good jobs, stronger Nigerian businesses, greater production, increased revenues for the Federation and new capabilities built here at home.
Our natural resources must work harder for our people.
That is the purpose of this decision, and we will pursue it with urgency.

DECLARATION OF NATIONWIDE SECURITY EMERGENCY & RECRUITMENT OF ADDITIONAL ARMY AND POLICE PERSONNEL
Fellow Nigerians,
Today, in view of the emerging security situation, I have decided to declare a nationwide security emergency and order additional recruitment into the Armed Forces.
By this declaration, the police and the army are authorised to recruit more personnel. The police will recruit an additional 20,000 officers, bringing the total to 50,000.
Although I had previously approved the nationwide upgrade of police training facilities, the police authorities are, by this statement, authorised to use various National Youth Service Corps camps as training depots.
The officers being withdrawn from VIP guard duties should undergo crash training to debrief them and deliver more efficient police services when deployed to security-challenged areas of the country.
The DSS also has my authority to immediately deploy all the forest guards already trained to flush out the terrorists and bandits lurking in our forests. The agency also has my directive to recruit more men to man the forests. There will be no more hiding places for agents of evil.
My fellow Nigerians, this is a national emergency, and we are responding by deploying more boots on the ground, especially in security-challenged areas. The times require all hands on deck. As Nigerians, we should all get involved in securing our nation.
Let me take this moment to commend our security agencies for working together to secure the release of the 24 schoolgirls in Kebbi and the 38 worshippers in Kwara State. We will continue to sustain the efforts to rescue the remaining students of Catholic School in Niger State and other Nigerians still being held hostage.
To the leadership and rank and file of our Armed Forces, I commend your courage and your sacrifice. This is a challenging moment for our nation and for the military institution itself. I charge you to remain resolute, to restore peace across all theatres of operation, and to uphold the highest standards of discipline and integrity. There must be no compromise, no collusion, and no negligence. The Nigerian people are counting on you, and this administration will provide the support you need to succeed.

Arrangements for approval from Saudi authorities to move the corpse from Abu Dhabi to Madinah are still ongoing. If it prolongs, the corpse will be brought back to Kano for burial.

Bashorun Gaa's story is one of the most intriguing of the Old Oyo Empire.
The Bashorun (Prime Minister) who despatched of 4 Alaafins in quick succession and basically hijacked the political and military of Oyo empire.
Mention is made of how he reduced Alaafins to sidekicks, some of them pleading to him and him making no pretences about it that ultimate peers rested on his shoulders.
He also appointed several of his family members as Ajeles across the entire Oyo empire, that as then extended to modern day Togo,Egbado , Dahomey, Popo and actually kept the empire intact.
After seeing to the end of Alaafin Labisi, Awonbioju, Agboluaje and Majeogbe, (who reportedly poisoned him and got him paralyzed), the lot fell on Alaafin Abiodun.
By Oyo history, after Bashorun Gaa killed Alaafin Abiodun's daughter, Agbonyin, an enraged Abiodun met a Provincial King, Onikoyi and the Aare Ona-Kakanfo, Oyabi of Ajase, well because the Bashorun was commander of the Esos, and no force could attack the metropolitan city,from within, and raised the Imperial Army to come in and attack the capital.
A civil war erupted in the capital, and alas, Gaa's Army lost. His family was massacred, and as Oyo reports says, the bloodlust was curdling, Alaafin Abiodun wanted to exterminate Gaa's entire bloodline. Pregnant wives were slaughtered, Gaa's children who were massacred across the empire, and several of his soldiers too were killed and their properties destroyed.
Gaa was dragged out in some reports, his body cut in pieces, and his left part of the chest and nose left alone, the rest of his body being cut was thrown into a large fire, so he smelled himself dying in pieces, till he was burnt at the famous Akesan Market of Old Oyo.
Alaafin Abiodun then ruled in peace and exploited trade till his death in 1798.
Well, that isn't all to it. Gaa had grown up in an era, where successive Alaafins had been tyrannical and several of them had been deposed.
Amuniwaiye was reportedly taking peoples wives. Gberu,Osiyago and Ayibi were brutal and were rejected by the Oyomesi.
Odarawu was termed to have a bad temperament, and Kanran were also tagged as tyrannical.
Those issues probably shaped the mentality of Gaa, whose lineage and military class helped create the vast lands and tributes the royal class was enjoying.
Moreso, he was undoubtedly also popular within the empire.
After, his ruthlessness was matched by Alaafin Abiodun who saw to his death. Abiodun seeking no opposition to his rule ensured several of Gaa's soldiers across the empire were either killed or their properties destroyed.
The effects of that were disastrous for the empire, but it took time to really take shape.
After Gaa's death around 1774, it didn't take time (1775-1780) before the Egbas under Lisabi, broke away from the Oyo Empire and secured their freedom.
The Barubas (Kaiama section) fought against Oyo in 1783 and gained their freedom.
The Nupes in 1791, were also able to declare their independence from Oyo after defeating it in the war of Independence.
So, before Alaafin Abiodun's death in 1798, 3 key tributaries had declared independence and won it, just after the death of Gaa.
Did it end there? Pshhhh.
One of Gaa's sons who escaped the "Gaa family" massacre, is Ojo Agubambaru (mentioned by Oyo history) , who fled to Baruba land and returned after some Alaafin's demise with an Army and was taking out revenge on his fathers enemies, in Oyo.
Under pretext of despatching the new Kings's enemies, he despatched over 100 chiefs including the Owota, one of the Esos.
He then moved to Ilorin, to fight Afonja, whose father was reportedly in Kakanfo, Oyabi's Army, that destroyed his family.
That war was almost won by Ojo Agubambaru forces till Adegun Onikoyi and his forces gave way,in the heat of battle and Afonja won the day.
There is also one personality though less talked about.
