Every major airport in the country has a Federal Security Supervisor that oversees local TSA operations and employees. Some of these local supervisors may be more politically active than others and may encourage agents not to show up. There is also a TSA union that can influence one way or the other. I'd suspect the local supervisors would have the most influence so maybe places like Houston, New Orleans, and Atlanta have local supervisors that are suggesting agents don't show up, while other airports are doing the opposite so they don't have the delays.
