Former Commission on Higher Education Chairperson Prospero 'Popoy' De Vera III believes that the deaths of two Ateneo student-athletes due to drowning is an issue of non-compliance with CHED Memorandum Order No. 63. The MO puts in place several requirements for off-campus activities.
In an interview on #OnPoint, De Vera stressed that there is no gap in the policy, noting that similar tragedies have already been covered under the rules and that school officials have previously been penalized in comparable cases.

Who si liable? As parents we always want the best for our children. We want them to experience and enjoy what life has to offer. School is like their second home and we put our trust in the institution not only to teach them how to be productive and hopefully be successful but more importantly to teach them how to be Godly. We don’t normally mind the field trips because we know our kids will love them as they will have new experiences. The thing that I’m not so comfortable with is signing a “waiver.” Why? The school is responsible for educating our kids but is not responsible for their safety? I don’t understand!!! I’m externally emotional about this because I am a mother and I am sure all mother’s would agree that even if we sue those that are responsible for any tragedy—— a loved one’s life has been lost and will never be returned. We empathize with the parents of those who lost their beloved sons in the recent tragedy and our hearts and prayers go out to them.

Here’s one legislators missed. Carpio says the Anti-Plunder Law (RA 7080) strictly prevents a public officer from holding office, applying both during an active trial and upon final conviction.
Carpio says Jinggoy is now SUSPENDED from holding office:
Preventive Suspension: Under Section 5 of the law, any public officer against whom a valid criminal prosecution for plunder is pending in court must be suspended from office. This ensures the accused cannot use their position or the prerogatives of their office to influence witnesses or tamper with evidence.
So with this Carpio said “the constitution refers to a majority of senate members (who can vote for an SP or Senate Pro Tempore)

Contrary to Senator Alan Peter Cayetano's claim, it was not members of the media who applauded and cheered for him during his press conference at the Senate on Thursday, but rather his own staff and several guests in attendance.
"First time akong napalakpakan ng media, walang bayad 'yon," he said after claiming that he had managed to unite various political groups, which he alleged are now aligned with the administration.
