How many have had bailiffs letters for non payment of car fines (bumped up to £290 for being late) when they have never had the penalty notice (£65) to begin with?

I have an hp smart printer. It now tells me I cant use it until I buy some ink.I have ink have bought it from HP. Absoluetly incomprehensible "agreement" whi ch suddenly says I cant use it anymore.Any one else been hit with this nonsense?? Do I have to bin the whole HP thing?
