Les marchés bougent selon l’offre et la demande. Fixer les prix ne signifie pas qu’ils sont les mêmes d’un marché à l’autre, d’une ville à l’autre et d’une saison à l’autre. La qualité, la quantité, la proximité ou l’éloignement des marchés rentrent en ligne de compte. On ne peut pas vendre le poisson au même prix à Casa, Ouarzazate, Oujda, Kenitra et Fes. Les coûts augmentent selon la chaîne de transmission. Plus cette chaîne est longue, et plus les prix varient. Le rôle de l’Etat n’est pas de fixer les prix dans les marchés concurrentiels. Le rôle de l’Etat c’est de contrôler la qualité et l’hygiène de ce qu’on vend, réguler la chaîne des intermédiaires, que ce soit pour le poisson, la viande, les dattes ou les fournitures scolaires. Le rôle de l’Etat et de ses organes c’est de veiller 365 jours par an sur le bon fonctionnement des marchés, les tendances de concentrations, la rétention de l’information ainsi que les pratiques commerciales abusives en prix, en qualité et en disponibilité.
