Uganda’s mobile device landscape continues to evolve. As of March 2026, Uganda recorded 20.3 million smartphones, 24.7 million feature phones, and 13.3 million basic phones.
This surge in mobile devices reflects a brighter future where access to digital services is within everyone's reach. A connected Uganda means empowering every individual to participate in the digital economy. Regardless of the type of phone, connectivity serves as a powerful tool for communication, access to vital services, and unlocking new opportunities.
Through initiatives by @UCC_Official via its Universal Service and Access Fund (#UCUSAF), government is working to close the digital gap with the aim of expanding access to ICT infrastructure and services in underserved communities. The enthusiasm surrounding Starlink's promise of connectivity in hard-to-reach areas is palpable among many Ugandans.
People are eager for this innovative technology to roll out quickly. However, it's crucial to understand that regulation isn't an obstacle to progress; it's a way to ensure that innovation is safe, fair, and sustainable for all.
The requirement for local infrastructure isn't a rejection of modern technology, rather, it's a commitment to a legal framework that safeguards consumer rights, national security, and data governance. Even the most advanced satellite systems need to operate within these frameworks to ensure accountability and protection for users.
Uganda's stance isn’t “anti-Starlink.” Instead, it's about fostering “innovation with responsibility.” The necessity for local integration aims to facilitate lawful oversight and consumer protection, ensuring that Ugandans can benefit from fair pricing, data privacy, and dispute resolution.
Discussions have focused on finding the right operational model within Ugandan law. The Commission has openly welcomed Starlink, viewing it as a significant step toward improved competition and digital inclusion.
Ultimately, the objective is balance. Uganda seeks to harness technological advancements while ensuring that new entries into the market protect users and strengthen the communications ecosystem.
The goal isn't to hinder Starlink but to ensure its launch is sustainable, trustworthy, and beneficial for all Ugandans, particularly those still waiting for reliable connectivity.

Between Q4 2025 and Q1 2026:
📱Mobile Registered Subscriptions increased from 57.3 million to 61.6 million
🌐 National fibre network expanded from 62,941 km to 71,740 km
📡 Telecom towers grew from 5,493 to 5,578
These gains mean wider network coverage, improved service quality, increased internet access, and a stronger foundation for Uganda’s digital transformation journey.

Rugasira Bakainaga Athanasius from @kiuvarsity presented his postgraduate research proposal, "Utilizing Support Vector Machine Models to Examine the Influence of Household Demographics on Agricultural Productivity and Food Security in Uganda". His study uses advanced machine learning to analyze how household demographics impact crop yields and nutrition, a complex relationship that traditional methods struggle to capture for the 68% of the workforce relying on small-scale farming.
By utilizing advanced Support Vector Machine (SVM) models to analyze decades of data and regional field insights, the project aims to predict and improve livestock and crop productivity across the country. UCC is backing this project to foster data-driven tools that align with Vision 2040, guide policymakers, and support food safety in Ugandan communities.

To protect the data generated by Uganda's 41 million mobile subscriptions, Ignatius Balayo from @BusitemaUni presented his research proposal, "Privacy Preservation in Mobile Networks Using Machine Learning". His project addresses the vulnerabilities of traditional AI systems, which require sending sensitive data to centralized or offshore servers, by introducing an innovative, decentralized framework. By utilizing Federated Learning and Differential Privacy, the system allows AI models to learn directly on devices without raw data ever leaving them.
Funded under the UCC framework, this initiative secures personal user details, directly aligns with Uganda's Data Protection and Privacy Act (2019), and establishes the foundational cybersecurity infrastructure needed for the country's transition to secure 5G and 6G technologies.

Okiria Jobbers from @kiuvarsity presented his research proposal, "AI-Based Real-Time Anomaly Detection in Large-Scale Data Streams," which offers a solution to rising cyber threats. His team is developing an intelligent system that learns normal network behavior to instantly flag suspicious activities, such as abnormal agent banking withdrawals or simultaneous ATM usage in different cities, with the capacity to process up to 1 million transactions a day.
UCC is backing this project under the UCC Research Support and Collaboration Framework 2022–2025 because it strengthens cybersecurity resilience, builds public trust, and protects Uganda's financial and IoT networks.

Development of a Credit-based Electricity Access Scheme for Smart Energy Consumers: Uganda produces a significant amount of electricity, yet many families and small businesses face sudden disconnections due to irregular incomes. To solve this, Kawuma Latiif and Balinda Roland Mujungu from @SorotiUniversi1 propose creating a solution taking the opportunity presented through our UCC Research Support to Academia (Lot 1).
We are proud to fund their project: an intelligent, AI-powered system that allows users to "borrow electricity and pay later" via digital payment platforms. By assessing payment history and consumption patterns, this system ensures that homes and businesses stay powered during short-term financial hardships. This initiative supports Uganda's Digital Transformation Agenda and shows that local research can drive financial inclusion and economic growth.

I think it’s crucial to separate emotion from facts, as the reality is more complex than simply “protecting a cabal.”
Uganda’s telecommunications sector is heavily regulated to address concerns about competition and market dominance, which you are raising. The regulator @UCC_Official is already intervening through cost studies, infrastructure-sharing reforms, and measures to lower barriers to entry.
Infrastructure sharing is not unique to Uganda and isn't inherently linked to corruption; it often reflects the need for operational efficiency in the costly telecom industry. Uganda’s telecom towers have increased from 2,958 in 2018 to over 5,100 in 2024, marking a 73% growth.
The true question is whether access to infrastructure is fair, transparent, affordable, and non-discriminatory.
@UCC_Official is aware of the risk of anti-competitive practices, has strengthened transparency rules, and investigates excessive wholesale pricing. This suggests a commitment to improving competition, not a defence of monopolies.
Balancing innovation with sustainability is essential, as existing operators contribute significantly to employment, infrastructure investment, and national connectivity. The goal shouldn't be to "destroy old players" but to foster an environment in which new technologies, such as Starlink, enhance competition and consumer benefits.
Can sector competitiveness improve? Absolutely. Can access to infrastructure become fairer and more affordable? Yes. Should consumers demand better prices and quality? Undoubtedly.
Recent evidence-based studies are addressing these concerns and advocating reforms to enhance competition and reduce barriers in the sector, a conversation that is increasingly part of the regulatory agenda.
@Bbossa Why force every new entrant to rely on infrastructure owned by existing providers? This is clearly protection of cabal interests that collect monthly rent from mast sites, even when service delivery to Ugandans is poor or nonexistent. It blocks competition and keeps prices high.

What happened in the cinemas yesterday was heart-warming.
I was at Arena Mall Cinemax last evening, 2 Ugandan films (Slum Bomber & You May Kiss the Bride Goodbye).
I have heard and seen social media clips/posts from the other cinemas where films like ADUI & Longing to Belong screened.
Uganda has good films. We just have to let the audience/public watch them.
The reviews and audience reactions during and after the screening of SLUM BOMBER were breathtaking. I even heard some say "Why can't we have this film on Netflix?"
The crowd applause for ADUI was powerful.
Congratulations to all films and other shows in the next few days. Let's push these screenings so that we make Ug Films Famous. People need to see and appreciate the growth and development.

Today’s workshop on Mastering the Art of Screenwriting kicked off with a session facilitated by Writer/Producer @dialossekidde.
He opened the session by showing attendees a clip from The Shawshank Redemption, describing it as a great film with a strong plot and one of the greatest endings in cinema.
Following attendee introductions, he emphasized that the session was not about teaching, but rather about exchanging knowledge, with him serving as a facilitator.
During the discussion on script development, Dialo noted that no idea is completely original because every story in some form has already been told. He encouraged writers to avoid isolating themselves while writing and stressed the importance of feedback sessions during script development in order to strengthen stories and improve scripts.
He also highlighted one of the biggest challenges facing many films today: weak screenplays that rely on “telling” instead of “showing.”
