Guidelines for Paper Leak, 2024

1. Paper leaked within 5 hours of start time of the exam, doesn’t fall in the definition of systemic breach.
2. Leaked paper can be sent through WhatsApp to solvers and students provided they belong to a maximum of two locations.
3. If the people involved in the leak can maintain a record of the beneficiaries, not exceeding 200, it will be considered a localised leak.
4. Any paper leaked on Telegram doesn’t come under the purview of systemic breach as (I) Papers are leaked for earning money and putting it in public space like telegram channel doesn’t establish the business purpose (II) Time and day of message sent in telegram can be edited to an earlier date
5. If the electronic devices used for transmitting the leaked paper are destroyed/ not recovered, it will be considered that it was not a part of the paper transmission.
6. The list of beneficiaries provided by the accused will be considered to be accurate and that it clearly proves that no one else had the access to the leaked paper.
7. For papers leaked on Telegram, no forensic test is required to match it with the exact paper, even if the font and structure of the paper matches with the original one.

Anyone interested in leaking papers of public exams, should keep the above points in mind, while planning and executing the same.
