It’s from a spark gap created by the lighter. You might be able to solve it by just putting a little ferrite clamp on the cable close to the pc. If not, grounding issue.

The first one is selected by default so checking the box is the way to choose/confirm that one before continuing. It really is not that difficult to understand and very common practice for many website.

@judaic_warrior @RyanLyles @Mericamemed I believe (at least for Delta) it is the default option so you check the box to acknowledge it or select a different option. It is very common to have users click an ‘I acknowledge’ box for any terms of agreement.
