According to the center-Left Progressive Policy Institute’s (PPI) assessment of early-literacy policies, “blue” states with strong teacher unions (Maine, New York, Illinois, Hawaii, Washington & Rhode Island) have some of the worst literacy outcomes.

“Red” states like Mississippi, Arkansas, Georgia, Louisiana, South Carolina & Indiana have some of the best literacy rates.

Only 4 “blue” states with strong teacher unions had decent literacy outcomes.
