Kenya has scaled up nearly 200 Primary Healthcare Networks nationwide as part of its Universal Health Coverage reforms. This policy brief reviews early progress, noting strong political commitment and a solid policy framework, but highlighting gaps in governance, financing, digitization, and integration. The brief offers recommendations to strengthen PCN design and capacity for more equitable, integrated healthcare.

📚New Policy Brief: Health Facility Autonomy Reforms in Kenya
Health facility autonomy reforms empower facilities to manage their own funds, improving facility responsiveness, timeliness of supplier payments and availability of medicines. This has the unintended effect of reduced budgetary allocations to facilities, greater reliance on user fees and financial barriers for the poor. Our brief offers recommendations for national and county governments on how to strengthen these reforms while safeguarding equity.
