ICE isn't a "rogue agency" any more than the person who administers a lethal injection is a "rogue executioner." ICE has a clear mission that Congress pays them to do. Jailing and deporting people is ICE's literal job. That they seem to enjoy it doesn't make ICE a rogue agency.
