My risk assessment: even assuming perfect compliance with the authorization, I would regard the residual societal risk as difficult to justify for a non-essential entertainment manoeuvre over ~56,000 people. That’s a risk/benefit conclusion, not an assertion that the flight was illegal or that the crews flew outside their approved envelope.
