£353 MILLION OF PUBLIC MONEY FOR ILLEGAL CHILDREN’S HOMES: HUNDREDS OF CHILDREN LEFT IN UNLAWFUL CARE

There is a scandal sitting inside children’s social care that is far bigger than most people realise.

After everything this country has already seen with grooming gangs and the repeated failures to protect vulnerable children, children are still being failed while councils spend hundreds of millions of pounds placing them in illegal children’s homes.

Ofsted defines an unregistered children’s home as a setting providing care and accommodation to children that should be registered with Ofsted but isn’t. Operating one is illegal and is a criminal offence.

The Children’s Commissioner found 669 children living in illegal children’s homes on 1 September 2025. Councils spent an estimated £353 million on these placements over the year, with the average placement costing around £10,500 a week.

These were not simply emergency placements lasting a few days. 89 children had been in the same illegal placement for more than a year, with some remaining there for more than three years. 36 placements had already cost more than £1 million each.

Nearly 60% of the children had an Education, Health and Care Plan, 36% were receiving CAMHS support and 32% were subject to a Deprivation of Liberty order.

The majority of these placements were run by private organisations. Children were being housed in caravans, holiday accommodation, Airbnbs and other settings which were never registered as children’s homes.

Ofsted has also warned that illegal provision can expose vulnerable children to serious risks, including criminal exploitation, while some providers have been charging local authorities tens of thousands of pounds a week.

And now something has finally changed.

On 4 August 2026, Ofsted secured its first successful prosecution of an illegal children’s home provider.

Catalyst Care Limited and its two directors were convicted and sentenced after operating three unregistered children’s homes in Kent.

The company and directors were fined £92,400.

They were ordered to pay £17,250 in costs and £2,960 in victim surcharges.

Nine children had been accommodated in the three homes.

Ofsted said the homes received more than £1.7 million from local authorities while operating illegally.

More prosecution are being lined up.

This is not just about one company.

It is about how illegal children’s homes have been allowed to become part of the care system, how much public money has flowed into them and what happens to the children placed inside them.
