LEAKED: Inside Sirajuddin Haqqani's July 29 Leadership Meeting

On July 29, Sirajuddin Haqqani convened a meeting at the Haqqani Network's central guesthouse in Gerda Serai District, Paktia Province. The meeting brought together 47 senior Haqqani Network commanders and 26 additional Ministry of Interior officials, including deputy commanders from multiple security units, members of the General Directorate of Intelligence's Zulfiqar and Batar Units, and other senior Haqqani Network leaders.

While the Taliban publicly portrayed the meeting as a discussion about Afghanistan's current situation and potential future scenarios, the agenda tells a very different story. Rather than governance or public security, discussions reportedly centered on expanding military operations against the anti-Taliban resistance, increasing internal repression, and preparing foreign terrorists for future combat operations.

A primary focus of the meeting was the war in northern Afghanistan. Participants discussed preparations to deploy Ministry of Interior Special Forces to support operations against the anti-Taliban resistance. Those operations are to be led by the Yarmouk 60 Unit under the command of Mawlawi Khyal Mir Asad Haqqani.

As I reported earlier this week, Asad Haqqani commanded the August 1 operation in Kabul's 8th Security District, where seven innocent non-Pashtun youths were executed after being falsely accused of supporting the anti-Taliban resistance. The details from this meeting provide additional context for those killings, indicating they align with a broader targeting campaign that will increase the extrajudicial killing of Afghans.

The meeting also addressed how suspected supporters of the resistance should be handled. According to the discussion, individuals believed to be cooperating with anti-Taliban groups are to be killed in ways that minimize media attention and avoid the type of public scrutiny generated by previous incidents in Badakhshan, Herat, and other Taliban operations. The intent is to attribute the killings to another cause, such as robbery, kidnapping, or membership in the Islamic State Khorasan Province (ISKP).

Former members of the Afghan National Army (ANA), Afghan Special Forces, and the National Directorate of Security (NDS) were also a central focus of the meeting. Participants discussed expanding surveillance of former security personnel by monitoring communications, telephone networks, residences, and other aspects of their daily lives. Individuals identified as suspicious are to be arrested immediately and subjected to torture for confessions. After torture, these former allies were expected to be extrajudicially executed.

Perhaps the most significant decision reached during the meeting was the reported approval to establish a force of up to 10,000 foreign terrorists for deployment to northern Afghanistan as part of Operation Khandaq. According to the meeting details, the largest contingent would come from Tehrik-e-Taliban Pakistan (TTP) and ISKP. Additional forces would include members of Al-Qaeda, the Islamic Movement of Uzbekistan (IMU), Jamaat Ansarullah Tajikistan, and Syrian jihadists who have recently returned to Afghanistan from ISIS and other jihadist camps in Syria and are affiliated with Hay'at Tahrir al-Sham (HTS) and ISIL.

Taken together, the meeting provides a rare glimpse inside the Haqqani Network's current priorities. Rather than discussing governance or improving security for the Afghan people, the reported agenda focused on expanding military operations, eliminating opposition, intensifying surveillance of former U.S. and NATO allies, and integrating large numbers of foreign terrorists into future operations in northern Afghanistan. An important point of context is that the anti-Taliban resistance is not fighting only the Taliban. It is increasingly confronting a broader coalition of jihadist organizations operating alongside the Taliban.

Among the senior attendees were:

(1) Hafiz Yahya Haqqani – Senior Haqqani Network member, Sirajuddin Haqqani's brother-in-law and cousin.

(2) Hafiz Abdul Aziz Haqqani – Newly appointed leader of the Haqqani Network and Haqqani liaison between the Haqqani Network and Al-Qaeda.

(3) Hafizullah Haqqani aka Hafiz Haqqani – Senior Haqqani Network member overseeing the Badri 313 Brigade; Involved in the Abbey Gate suicide attack.

(4) Haji Mali Khan Sadiq – First Deputy Chief of Staff of the Taliban Ministry of Defense.

(5) Sheikh al-Hadith Mawlawi Abdul Rahman Akhundzada – Head of the Ministry of Defense's General Directorate of Ideological Affairs and member of the Haqqani Network, Al-Qaeda's Afghanistan branch, and Al-Qaeda Central.

(6) Mawlawi Amin Jan Fathullah – Commander of the General Command of Special Forces, Ministry of Interior; Involved in the Abbey Gate suicide attack.

(7) Mawlawi Abdul Rahim Ahmad – Chief of Staff of the Deputy Ministry for Security Affairs, Ministry of Interior.

(8) Mawlawi Mohammad Saber aka Ustad Ali Anas – Chief of Staff of the General Command of Special Forces and member of both the Haqqani Network and Al-Qaeda.

(9) Mawlawi Janan Azizi – Deputy Commander of the Ministry of Interior Special Forces.

(10) Mawlawi Khyal Mir Asad Haqqani – Commander of the Ministry of Interior's Yarmouk Operational Unit.

(11) Mufti Nematullah Saadat – Commander of the 333 National Unit in Logar Province.

(12) Mullah Tajmir Jawad – First Deputy Director General of the Taliban's General Directorate of Intelligence and senior member of both the Haqqani Network and Al-Qaeda.

(13) Mawlawi Shir Ahmad Haqqani – Taliban Minister of Information and Culture.

(14) Hafiz Abdul Rashid Omari – Former Chief of Police and Mayor of Khost Province.

(15) Mullah Abdullah Hamad – Taliban Chief of Police for Khost Province.

(16) Hafiz Ahmad Haqqani – Son of Khalil-ur-Rahman Haqqani and member of both the Haqqani Network and Al-Qaeda.

(17) Mawlawi Hakim Jan Haqqani – Commander of the Ministry of Interior's 999 Unit.

(18) Qari Habibullah Waqas Haqqani – Commander of the Balkh Special Forces Battalion and Balkh 888 National Unit.

(19) Mawlawi Abdullah Mukhtar – Governor of Khost Province.

(20) Mawlawi Mohammad Nabi Omari – First Deputy Minister of Interior and member of both the Haqqani Network and Al-Qaeda.

(21) Mullah Rahmat Haji Najib – Administrative Deputy of the Haqqani Network's General Directorate of Intelligence and Ministry of Interior.
