From my understanding, you tip a waiter if the client has good service with the meal/drinks. The obligation of tipping is wrong. Business should pay the waiter enough (minimum wage of the area or more if needed) and tip should be an extra if they have done a good service.

It blows my mind to think that tipping is what they live off.

In Europe you tip if you want to, Full stop.
