💔 The Issue
The ₱60‑billion diversion from PhilHealth reserves was unconstitutional. The Supreme Court struck it down on Dec 5, 2025, but instead of undoing the disbursement, the government “restored” the money by charging it to the 2026 budget.
👉 In effect, taxpayers are asked to pay twice: once when the funds were siphoned off, and again when the Treasury refills the hole.
⚖️ The Double Whammy
• Sept 20, 2025: Marcos announced PhilHealth funding at Fabella Hospital.
• Dec 5, 2025: SC declared the ₱60B transfer unconstitutional.
• Apr 2026: DBM released ₱60B—but through fresh taxpayer money.
🚨 Immediate Impact
• Cancer patients faced delayed or unaffordable treatment.
• Hospitals struggled with unpaid claims, delayed salaries, and service cutbacks.
• Trust in earmarked health funds was eroded.
📉 Lost Opportunities
That ₱60B could have:
• Expanded PhilHealth coverage.
• Accelerated hospital reimbursements.
• Funded cancer, dialysis, and heart disease programs.
• Strengthened primary care in underserved communities.
✅ The Right Response
1. Restore PhilHealth in full.
2. Audit aggressively—trace every peso.
3. Enforce accountability: Recto and Ledesma must face plunder charges.
4. Protect earmarked funds from being swept into the Treasury.
🔎 Conclusion
Restoration is not reversal. The injustice has already been inflicted. The Supreme Court was right to reject the transfer—now accountability must follow.

Did anyone actually bother to listen to His Excellency’s address at the UN? From the footage—with more empty seats than delegates—it looked like people were far more interested in their Tiktok notifs and “free calls” than his global vision and sudden passion for “women” advocacy.
It’s hard to lobby for a seat on the Security Council when you can’t even secure the attention of the front row. Lols! Turns out, he can’t earn an ounce of respect even from folks who barely know him.
Duterte maintained the country’s gold reserves steady. Marcos sold them—at less than half of today’s market value.
Duterte initiated the Strategic Petroleum Reserve (SPR) in 2021 to buffer PH against global shocks, Marcos killed it—leaving the country in limbo amid a massive energy crisis.
No foresight. No vision. No leadership. Just an utterly inutile performance through and through.
It is part of the grand design. Make the NEP appear regular and then have the Congress perform the desired insertions at the OP’s bidding. The final approval still rests with the President. In the end, Marcos approved all insertions and unprogrammed appropriations. A whole-of-govt approach. Plain and simple.
