In a move to streamline operations and enhance efficiency, @CoffeeUganda, @NAADSUganda, @DDAUganda , and Cotton Development Organisation (CDO) officially handed over their operations to the Ministry of Agriculture, Animal Industry and Fisheries (MAAIF).
This transition follows the recent dissolution of these agencies after H.E. President Museveni assented to amended Acts on 23rd December 2024. The formal handover ceremony was held at MAAIF headquarters in Entebbe.
๐๐๐ฒ ๐๐ข๐ ๐ก๐ฅ๐ข๐ ๐ก๐ญ๐ฌ:
Permanent Secretary Maj Gen David Kasura-Kyomukama emphasised that rationalisation is not abolishment but a reallocation of resources to improve efficiency.
He assured stakeholders that services and operations will continue uninterrupted, with no loss of assets or personnel.
Under UCDA, Ugandaโs coffee production has grown from 2.8M bags in 1991 to 9M bags annually, generating $1.1B in export revenue. UCDA's significant assets, including regional offices and a Farmer Registration System, are now under MAAIFโs management.
The dairy sector has witnessed impressive growth, increasing from 250M litres to over 5B litres of production annually, contributing $250M+ in exports. MAAIF will sustain this progress under its new structure.
CDO handed over vital assets like land, a cotton testing lab, and buildings. Key activities, including cotton marketing, ginning, and processing, remain ongoing. They also noted liabilities worth UGX 1.7B and highlighted efforts to support youth employment through new job frameworks.
@MAAIF_Uganda has committed to ensuring the seamless continuation of impactful projects such as the Coffee Centre of Excellence, Enhanced Regional Agricultural Growth Opportunities Network (ERAGON), Kyambogo Hub, and marketing initiatives.
@NAADSUganda projects, including irrigation systems and high-value crop promotion, will also be absorbed into MAAIFโs mandate.
Stakeholders were assured that the transition would ensure continuity and sustained progress. Assets, staff, and ongoing projects are fully integrated into MAAIF to maintain momentum in Ugandaโs agricultural transformation.
This restructuring is a step towards realising the governmentโs vision of optimising public resources, boosting agricultural production, and positioning Uganda as a regional leader in agriculture and exports.

...My Mum worked in the Ministry of Public Service for years. In 1986, she asked to be transferred to Uganda College of Commerce in Pakwach, where she was a lecturer to many stenography students. Many girls who did secretarial courses passed through her hands, and she is now retired.
You would expect that someone who knew how to use the old typewriter would adapt fast to computers with keyboards and stuff, let alone know how to switch them on, choose files in word, type, and/or save documents. Then print them.
But my mum - and many in her generation - is what folks call the analog generation. Digital stuff is tricky for them to learn.
And so, this is her story.
In the mid-2000s, we had an idea to get Mum something to do -leveraging on her secretarial skills, like a secretarial shop, with computers, typing services etc, etc. So, we wanted her to become computer savvy.
We got mum enrolled in a beginners course in computer use. With these skills, she could morph easily into the IT secretarial field. The plan was to help her open a small secretarial services shop, probably in Nebbi or Paidha, whichever; you know, the type of business you easily find ku-Nasser. Typing services, scanning, etc. Something to keep her busy.
Wrong move. It turned out to be a health risk. Hear me out.
Mum registered at NIC, situated at the former Caltec Academy just next to Bat Valley Primary School.
Whenever mum got home after her lessons, I would go over what she learned from her computer class. You know, what many of you take for granted. Start the computer, look up Microsoft Word, open word, type, save to file, etc. I couldn't help noticing that this was making my mum nervous.
One could say she was stuck in the past. All she saw - and which was blocking her ability to adapt - was that analog Royal Classic Typewriter 79101T. The ability to learn a new craft was causing her to sweat.
Mum, who has blood pressure issues, started getting higher BP readings. The mere task of starting the computer and next steps was affecting her mental health, esp. under scrutiny.
In retrospect, it was affecting her health. Furthermore, it became apparent that modern technology - like computers can potentially pose mental health risks.
In her case, we had good intentions to get her out of 'Analog' to 'Digital', yet this was affecting her health. After just a week of classes, we took her out of the course.
Key take out: In whatever we do, beware the 'Do No Harm' principle. The notion โdo no harmโ embodies the medical ethics principle of โnon-maleficenceโ, that is, to refrain from doing any harm first before doing any good.
You should easily apply this principle in anything you do.
Todate my parents have smart phones but complain about how to use even the simplest app. Beware how they feel when you -probably a Gen Z try to push them to WhatsApp or god-forbid Tik Tok.
Don't get me wrong, these challenges do not apply to all parents. Indeed, many are maestros in using digital. I am referring to many who face these difficulties.
To those who, like mum, only know how to call and receive calls, showing them how to navigate WhatsApp is a 'Kap-Kyoka' aka 'Hard Paper.' (bizibu).
It must have been in 2009 when the picture below was taken. That is my mum and I at home in Paidha, in Zombo District. I was showing her some videos I took of them, and it brought a smile to her face. What I wasn't about to do was ask her to press anything on the key board...because, well, her heart! Her BP. Do No Harm
So, I just told her to wear the earphones and relax. I got this.
One final thing, when the first Pope visited Uganda in 1969, my mum (who worked in President's Office then) was part of the protocol team who received him. She received a small papal medal.
That year, she gave birth to me. And just for added measure, named her son Paul, after the Pope.
So it's not Naughty By Nature's OPP.
It's this OPP: Oyulu Patrick Paul.
HAPPY MOTHERS' DAY MUM!
