One day Kenya will remember it had a CS Roads acceptable across ALL POLITICAL DIVIDES. You may not like Chirchir for some reason but just give him his flowers for thinking and solving problems in a structured manner, differently and independently. Another one in Nakuru and Naivasha- most of them planted kienyeji. CPA James Macharia snatched Lake Victoria Ring Road from the people of Nyanza, Western and Rift Valley and converted it to Mau Mau roads. He also prioritized Dualing of Muranga- Nyeri road over Kericho -Kisumu - Busia Boarder roads. We also credit him with mentoring many to become MPs. I don’t remember anything about Kipchumba Murkomen because by the time he came in I’d stopped being “a person”. I’d outlived my usefulness. Though I vividly recall the famous TV Show where the CS worked so hard to showcase his expensive Belt, designer Watch and exorbitant Necktie, but we understood him. He’d just been promoted from Senate dry wells and had a good reason to start living well. Now we have the man, Davis Chirchir. The data Wizard. Respected also at election times— no, not respected but feared for it is alleged that whichever side he supports has this peculiar art of computerized editing of form 34A and 34B in the Clouds before landing at Bomas for final tallying, -in the hilarious rendition of Supreme Court Judge Smokin Wanjala- I digress! Chirchir has decided hakuna Engineer atadanganya yeye. I am told he has set up a team of Gen Z engineers - data wizards too- following up on progress of every major project in the country. He calls meetings for all engineers in the 3 road agencies and instead of them telling (or lying to him) of performance of the authorities, HE TELLS THEM HOW MISERABLE they are performing! He projects numbers on a big whiteboard and analyses them bit by bit! Word has it that he carries his own projector and laptop since engineers can be tricky———! A story is told of a day he politely asked an engineer, “what is the implication of percentage paid against physical progress in relation to time elapsed for the works”. We are laughing because all the unprepared engineer said is ……..’Abujubuju’. Is he the only one who understood the economics beyond Waiyaki way? That there was need to reach the Boarders (Busia, Malaba)? That the Lake Victoria Ring Road Raila Odinga died singing was as important? That equity means avoidance of social exclusion? CS Chirchir should be PROTECTED at all costs. In fact he should be give an APC (Armoured Personnel Carrier) complete with a Platoon (30 KDF officers) for maximum protection. What he is seeing the 2 Kenyattas, Moi and Kibaki administrations could not see. The kind of Cabinet Secretary you wouldn’t mind even if there’s change in political leadership——-umeelewa hiyo?
