بات لديّ اقتناع راسخ بأنّ السلطة اللبنانية التي شاركت في جلسات التفاوض الخمس لم تكن تسعى فعلياً إلى وقف إطلاق النار، بل إنّ أداءها اليوم يكشف أنّها لم تكن تريده أساساً. وعندما فرضت إيران وقف إطلاق النار بالقوة، شكّل ذلك صفعة لهذه السلطة، التي بدا أنّها كانت ترى في استمرار الحرب فرصة للقضاء على المقاومة والتخلّص منها.
لهذا السبب، جاء بيان الإطار الثلاثي الصادر في واشنطن منسجماً بالكامل مع المصلحة الإسرائيلية. والدليل الأوضح كان تصريح بنيامين نتنياهو، الذي وصف الاتفاق بأنّه "إنجاز لإسرائيل"، مؤكداً أنّه "أفشل المخطط الإيراني لإجبارنا على الانسحاب من جنوب لبنان"، ومضيفاً أنّ لبنان والولايات المتحدة اعترفا بحق إسرائيل في الاحتفاظ بمنطقة أمنية داخل الأراضي اللبنانية.
كلام نتنياهو لم يترك مجالاً كبيراً للشك في حقيقة توجّهات جوزيف عون وفريقه. فبالنسبة إليهم، يشكّل وقف إطلاق النار والانسحاب الإسرائيلي خسارة سياسية، لأنّه يبدّد الهدف الذي راهنوا عليه، وهو القضاء على حزب الله ويمنحه فرصة جديدة. ومن هنا التقت مصالحهم مع المصلحة الإسرائيلية، فكان هذا الاتفاق بصيغته الحالية.
لقد أحرق جوزيف عون جميع مراكبه عندما راهن على أنّ الدعم الأميركي والإسرائيلي سيمنحه اليد العليا في الداخل. ومن يذهب إلى هذا الحد في رهانه، لن يتردّد، إذا اقتضت مصلحته، في دفع البلاد نحو صدام داخلي.
لكنّ هذا الرهان يبقى معلّقاً على مسار الاتفاق الأميركي–الإيراني. فإذا أُبرم الاتفاق النهائي، وكانت طهران قد جعلت الانسحاب الإسرائيلي من جنوب لبنان شرطاً لإتمامه، فإنّ الرئيس الأميركي دونالد ترامب سيجد نفسه مضطراً إلى إرغام إسرائيل على الانسحاب، تماماً كما اضطرّ سابقاً إلى فرض وقف إطلاق النار عليه لضمان سريان الاتفاق وفتح مضيق هرمز.

Thank you @LopesInsights. This deserves to be said louder. Africa represents 20% of the world’s population and enormous geographic, cultural, and epidemiological diversity. Yet disease outbreaks get generalized to the entire continent while similar issues in Europe are treated as isolated, local stories. That’s not reporting. That’s narrative construction.
