🚨🇺🇸🇰🇷 National Assembly Review Says A-WEB Allegations Should Be Investigated, Election-System Changes Discussed

A National Assembly review of the March A-WEB petition acknowledges documented NEC security and management failures, notes past A-WEB audit findings, and says election-fraud allegations belong with investigators while proposed election-system reforms should be discussed by the committee.

The National Assembly Public Administration and Security Committee’s professional review of Petition No. 2200143, titled:

“Petition concerning an investigation into election fraud involving the National Election Commission and A-WEB to guarantee the public’s right to know.”

It was submitted by Lee Sol and 50,108 supporters, received March 19, 2025, and referred to the committee March 20. The review report is dated July 2025.

The petition asks for three main things:

1. A thorough investigation of allegations of election fraud in Korea.

2. Discontinuation of so-called “shape-memory paper” and electronic vote-counting machines.

3. Transparent disclosure of voter-registration lists.

The significant part is what the committee’s professional staff reviewer says afterward.

The report acknowledges that there have been genuine events that damaged public trust in the National Election Commission.

It specifically cites the 2022 presidential election “basket voting” incident, where ballots from quarantined voters were transported in baskets, ramen boxes and plastic shopping bags.

It also cites the 2023 joint NEC–National Intelligence Service–KISA security inspection, which found deficiencies in the election system’s cybersecurity.

It also discusses A-WEB rather than dismissing the organization as irrelevant. The report says A-WEB was established in 2013 through the NEC’s leading efforts and notes controversies involving its overseas development projects.

It references allegations that project specifications were arbitrarily altered to benefit particular companies and allegations involving Korean election equipment supplied to countries such as El Salvador and the Democratic Republic of Congo.

More importantly, a footnote states that a 2019 Board of Audit and Inspection audit actually identified five instances of “illegal or improper” conduct connected with A-WEB’s ODA projects.

The report then says these problems involving the NEC and A-WEB have contributed to public distrust.

It cites a poll in which 41% of respondents said they did not trust the NEC, with distrust among conservatives at 65%.

The committee staff describes the purpose of the petition this way:

conducting a thorough investigation, ending the use of the disputed paper and electronic counting machines, and making voter lists transparent are intended to “resolve doubts regarding election fraud” and restore public confidence in fair elections and democracy.

However, the report stops short of saying that the National Assembly itself should launch the criminal investigation.

Its conclusion is essentially:

“Because investigations into allegations of election fraud are conducted by investigative agencies, a thorough investigation of the related allegations is a matter that should be requested of the investigative agencies.”

And on changes to the election system, it says proposals such as eliminating the disputed paper/electronic counting equipment and increasing transparency of voter lists should be discussed by the Public Administration and Security Committee, because that committee has jurisdiction over the NEC.

The review report does NOT reject the petition as baseless.

It recognizes documented NEC security deficiencies, the 2022 voting-management failure, problems identified in the A-WEB audit, and the resulting public distrust.

It then says the criminal-investigation portion belongs with investigative authorities, while the election-law/system reforms belong before the National Assembly committee.

The report also includes the NEC’s response.

The NEC says election-fraud allegations are unfounded, denies using actual “shape-memory paper,” and says election servers normally cannot simply be made public because of cybersecurity and privacy laws.

But it says it would “actively cooperate” if there were a lawful request for server disclosure.

In other words, the committee staff reviewer layed out the petition, acknowledged several underlying documented problems, presented the NEC’s rebuttal, and told the committee that the investigation question should go to investigative authorities while the requested election-system changes are matters the committee itself can consider.

From the review report alone, we do not know that the Committee will actually put those election-system changes on its agenda, hold a hearing, debate them, or vote on them.

The report does not provide a hearing date, agenda date, scheduled committee meeting, or decision to formally consider the proposed changes.

So at this stage we know the staff reviewer said the Committee should address the election-system changes, but not whether the Committee actually will.
