Fix 5313A frequency counter. The failure was due to a bad SRAM and RAM WR/RD 74 logics. The problem caused system hang and reset issue. Also changed all electrolytic caps, hope it will last long.

Soft faulty, cool boot may RAM fail. Remove other loads but main logic board, power cycles may be okay boot. Before do more on reset signals and power rail trans ripple check, I decide to replace all electrolytic caps on the bad Delta PSU.
