@TejaswiPalam Yes, it is the market wave cycle that matters. The only theory that deal with wave cycle is Elliott waves.

@TejaswiPalam My view is that PE depends on Market bullishness coupled with choice of smart money. A stock X can have low PE of 10-12 even if respective index is high but PE can fall say 50 to 20 if index falls significantly. Mostly, it is smart money's choice.

@TejaswiPalam Look at the charts of mid/small/micro cap indices. How beautifully operators managed the fall so that ordinary investors could not smell. Look at the phenomenal rise of small/micro caps before the D-day. It seems a minimum retracement of 38.2% is guaranteed.
