पेपर लीक किसी एक पार्टी का, किसी एक सरकार का, अफसर या मंत्रालय की देन नहीं है। और यह कोई 2026 का फेनोमेनन भी नहीं है।

जब बात अकाउंटेबिलिटी की हो, मोरालिटी की हो, जवाबदेही की हो, तो यह इससे तय नहीं होना चाहिए कि पेपर लीक कौन से राज्य में हुआ, कौन से मिनिस्टर के अंडर हुआ, कौन सी पार्टी में हुआ। क्योंकि यह एक पैन-इंडिया ऑर्गनाइज्ड क्राइम है, क्रॉनिक डिजीज है।

मैं यह बात इसलिए कह रहा हूं, क्योंकि 19 जुलाई 2026 को, आज से मात्र 10 दिन पहले, पंजाब के अंदर एक फार्मेसी ऑफिसर रिक्रूटमेंट का एग्जाम हुआ। उसमें मैसिव इरेगुलैरिटीज देखी गईं, ब्लूटूथ डिवाइसेस के माध्यम से लाइव चीटिंग चल रही थी, और चीटिंग सिंडिकेट चीटिंग फैसिलिटेट कराने के लिए ₹13-13 लाख का रेट चार्ज कर रहा था। यही नहीं, आम आदमी पार्टी की सरकार जब पंजाब में बनी, तब से अभी तक नायब तहसीलदार के एग्जाम में इरेगुलैरिटीज देखी गईं और लार्ज-स्केल चीटिंग हुई। पंजाब स्टेट एजुकेशन बोर्ड में 12वीं क्लास का इंग्लिश का पेपर लीक हुआ, PSTET, स्कूल टीचर रिक्रूटमेंट के एग्जाम का पेपर लीक हुआ।

PSSP के ग्रुप ऑफिसर के रिक्रूटमेंट का एग्जाम लीक हुआ। एग्रीकल्चरल डेवलपमेंट ऑफिसर के रिक्रूटमेंट का एग्जाम लीक हुआ और एक्साइज और टैक्सेशन इंस्पेक्टर के रिक्रूटमेंट की मेरिट की लिस्ट जब आई, तो उसमें फर्जी नाम डाल के जारी कर दिया गया।
