PDD authorities must clarify the reason and resolve the issue promptly. If there is an official fee or procedure, make it transparent. No resident should be compelled to seek unofficial payments or favours for a legitimate service.

Two months ago, a poor resident requested PDD staff not to install the smart meter at his old house, as his new house was under construction. He was assured it would be shifted once he moved.

Now he has shifted to the new house within the same village, but PDD is reportedly refusing relocation.

Why was the assurance given if it cannot be honoured? Why should a poor person make repeated visits for a basic service?
