Pedophile networks: 90,000 children affected, and no one remembers!

Exactly 90,081 children affected. An international child exploitation network. Thousands of images distributed online. And an investigation that, according to the Belgian organisation Morkhoven, took years to gain serious attention from the authorities.

This is the story of the Temse-Madeira and Zandvoort networks, exposed largely through the efforts of a small Belgian non-profit organisation led by Marcel Vervloesem.

1991–1992: THE BEGINNING

In Temse, Belgium, two cafés, Monty and Gayati, were reportedly frequented by individuals involved in child sexual exploitation. An amateur film titled Madeira was screened at the Monty, disguised as a tourist video about the Portuguese island. Its actual content involved the sexual abuse of children.

On 29 January 1992, Morkhoven submitted evidence related to the network to Belgium's Minister of Justice.

Months later, Dutch police raided an apartment in Waalre, finding four adults with two partially drugged, naked teenagers, alongside child abuse material. Among those identified were Belgian nationals Norbert De Ryck and Robbie Van Der Plancken, and German national Lothar Glandorf.

Despite the evidence, the investigation made little progress.

1993–1995: THE DISAPPEARANCE OF MANUEL SCHADWALD

On 24 July 1993, 12-year-old Manuel Schadwald disappeared from Berlin.

In 1994, an anonymous caller claimed that Manuel had been killed in Amsterdam and described a man who regularly carried his car keys. That September, police observers in Rotterdam reportedly saw Manuel entering a bar with Lothar Glandorf.

A subsequent international police operation dismantled a child prostitution network and rescued several minors, but Manuel was never found.

Glandorf, who owned one of the establishments, was sentenced in October 1995 to six years in prison for human trafficking and offences involving the sexual exploitation of minors. Several foreign clients were also convicted.

1997: THE MADEIRA TAPES

In April 1997, British television programme Boy Business broadcast testimony from Edward, a former associate of Warwick Spinks. He claimed to have seen five videos showing children being sexually abused and murdered on camera, implicating Spinks.

Meanwhile, Marcel Vervloesem gained access to court documents containing evidence from the Temse investigation. He copied 27 videotapes, diaries and other material. One tape, titled Madeira, carried the inscription: "Children raped."

Morkhoven tracked down a man identified in one of the recordings: Dutch national Robert Vander Naaten. He subsequently handed Vervloesem several tapes, including Madeira.

After footage was broadcast on Portuguese television, international authorities began acting. Vander Naaten and Norbert De Ryck were arrested and sentenced to two and eight years in prison respectively.

1998: THE ZANDVOORT DISCOVERY

On 4 June 1998, Vervloesem met Robbie Van Der Plancken in Amsterdam, accompanied by a Belgian RTBF television crew.

Robbie claimed he had met Manuel Schadwald in 1993 alongside Glandorf. He also alleged that child prostitution and the distribution of abusive recordings generated between €7,500 and €10,000 per month. According to him, commissioned videos could sell for more than €25,000.

During the meeting, Gerrit Ulrich, Robbie's business associate and owner of an IT company, approached Vervloesem and arranged another meeting.

On 11 June 1998, at an apartment in Zandvoort, Ulrich handed Vervloesem a 1GB JAZ hard drive containing approximately 8,000 images, including photographs depicting the sexual abuse of babies.

The apartment reportedly contained six computers used to distribute child sexual abuse material online.

Payments for access to the images went directly into Ulrich's bank account under the code name "Apollo". The same name was associated with a luxury yacht allegedly used by Ulrich and Robbie for private cruises. The material also contained photographs of child sexual abuse allegedly committed aboard the vessel.

Ulrich later revealed another hiding place containing further material. After his death on 19 June, his sister-in-law discovered videotapes, floppy disks and baby clothing hidden beneath a floorboard. Dutch police seized the evidence.

Robbie Van Der Plancken was subsequently arrested in Italy and sentenced to 15 years in prison for Ulrich's murder. Dutch authorities also sought his extradition over alleged child pornography offences, participation in a criminal organisation and the suspected kidnapping of Manuel Schadwald.

JULY–SEPTEMBER 1998: THE EVIDENCE REACHES THE AUTHORITIES

On 21 July 1998, the computer equipment and evidence were handed over to Belgian authorities. Vervloesem was briefly arrested during the process.

On 28 July, Belgian Justice Minister Stefaan De Clerck publicly acknowledged Morkhoven's work, stating:

"We all knew these things had been happening for a long time, but we turned a blind eye for far too long."

On 24 August, Vervloesem handed the evidence to Dutch police in Bloemendaal, this time compiled onto a CD-ROM.

On 9 September 1998, Belgian public broadcaster RTBF aired the documentary Pedophile Networks as part of its programme Faits Divers, bringing the investigation to a wider audience.

THE QUESTIONS THAT REMAINED

The original account attributes to Interpol a figure of 90,081 children affected by the network.

It also raises several unanswered questions:

Why did the authorities take years to make significant progress despite evidence dating back to 1992?

Who were the customers paying more than €25,000 for commissioned recordings?

Who was sending money to Ulrich's account under the name "Apollo"?

And what really happened to Manuel Schadwald, who disappeared aged just 12 and whose whereabouts remain unresolved in this account?

An investigation spanning Belgium, the Netherlands, Germany and Portugal, involving 27 videotapes, thousands of images, international payments and multiple arrests.

The RTBF documentary aired on 9 September 1998. But, according to Morkhoven's account, the story was far from over.
