The bee has some form of larva. There’s bee’s nest in the ground nearby, but it is going away from the entrance.

In order it would be from lowest to highest it would be
1st lowest = 24th highest
2nd lowest
3rd lowest
.
.
.
22nd lowest
23rd lowest = 2nd highest

I thought councils were trying to understand importance of verges for wildlife, especially at this time of year!
