Have you ever noticed the relative lack of dereliction and vacancy in France compared with Ireland?

Why? France have a range of tools to combat dereliction and vacancy. Here are some of the tools they have for tackling vacant & derelict property:

Taxe sur le:
National tax on unfurnished homes vacant for 1+ year in zones tendues (tight markets), charged on rental value at 17% in year one, then 34% thereafter. Revenue is paid directly to ANAH, the national housing agency, so vacancy receipts recycle into renovation funding.

Biens sans maître:
Allows municipalities to acquire owner-less and abandoned property, and in 2025 inheritance-law reform is progressing to unblock empty rural homes stuck in heir disputes.

Réquisition:
A statutory compulsory-letting power that can requisition premises owned by legal entities that have been vacant for 12+ months in high-pressure areas, to house low-income or vulnerable people.

Déclaration d'occupation:
Requires owners to declare each property's status, feeding vacancy identification.
