No gunfire. No missiles. No declaration of war.
Just water cannons, dangerous maneuvers, intimidation, and sustained pressure—then call it “self-restraint.”

This is China’s modern playbook for winning without firing a single shot: apply enough pressure to force the other side back, then portray yourself as the peaceful victim while hiding the coercion behind carefully crafted narratives.

China says it has “never talked about using force.”

But when coercive actions are used to pressure another country into abandoning its lawful activities, what should the world call that?

Peace is not simply the absence of bullets. Peace means respecting international law, respecting the rights of other nations, and settling disputes without coercion.

If China truly wants to prove it is a “peace-loving country,” the answer is simple: Stop the coercion. Stop the intimidation. Stop the double standards. Respect the rules.

Because no shots fired does not mean no force was used. And calling coercion “self-restraint” does not make it peaceful.

UPDATE: Chinese survey vessel HAIYANG DIZHI SHIHAO has left Philippine waters

As of 0859H today, 11 September, the Chinese research/survey vessel HAIYANG DIZHI SHIHAO (MMSI 413491880, IMO 9795751) is back in Chinese waters, approximately 8.9 NM south of Guangdong, transiting north at 6.7 knots with AIS destination NAN SHA.

Here is the record of her activity inside the Philippine Exclusive Economic Zone:

– 10 August (1154H): entered the PH EEZ
– 11 August: arrived in the vicinity of Bajo de Masinloc
– 08 September (0828H): exited the BDM area
– 09 September (2257H): exited the PH EEZ

That is 30 days inside our EEZ, 28 of them off Bajo de Masinloc, without any permit from the Philippine government, as confirmed by the Department of Foreign Affairs.

Worth noting: she left BDM ONE DAY after the PCG publicly disclosed her presence and the DFA confirmed that her activity was unauthorized. Before that, she loitered for nearly four weeks with no change in behavior.

This is not the first time we have seen this pattern. Chinese survey and research vessels rely on quiet, uncontested presence. Public disclosure denies them exactly that. Transparency raises the cost of unauthorized marine scientific research in our waters, and the evidence keeps showing that it works.

Under UNCLOS Part XIII, marine scientific research in the EEZ requires the consent of the coastal State. Even when consent is granted, Article 249 obliges the researching State to share its findings and data with the coastal State. China did not seek our consent. The least China owes the Philippines is the data it took from our waters over those 30 days.

PRC must disclose the results and data gathered by HAIYANG DIZHI SHIHAO during its unauthorized survey off Bajo de Masinloc. Whether Beijing responds or not, the Philippines puts on record that this activity was illegal, and that information gathered in our EEZ belongs to the Filipino people.

The PCG will continue to track, verify, and expose these activities. We will not allow the West Philippine Sea to be surveyed in silence illegally by a bully!

JUST IN. The Department of Foreign Affairs (DFA) on Friday (Sept. 11, 2026) tells China to immediately cease illegal occupation of Mischief Reef and Subi Reef, saying the Philippines has sovereign rights and jurisdiction over the two features, which are both low-tide elevations and situated within the country's exclusive economic zone (EEZ) and continental shelf.

The statement comes after the Philippine Coast Guard (PCG) said China launched flares at an unarmed PCG aircraft conducting a routine maritime domain awareness (MDA) flight over the Kalayaan Island Group (KIG) this week.

DFA: China’s island-building on both features violates the Philippine Maritime Zones Act (Republic Act 12064) and UNCLOS, as confirmed by the Award, and does not change the features’ legal status as a low-tide elevation.

We call on China to cease its illegal occupation and activities in Panganiban Reef and Zamora Reef immediately, and to abide by the final and binding 2016 Arbitral Award.

The Department will continue to assert the Philippines’ sovereignty, sovereign rights and jurisdiction in the West Philippine Sea, and champion the Philippines’ legitimate rights and interests in the maritime domain. | Joyce Rocamora (DFA photo)
