Anarcho-tyranny -
Coined by American paleoconservative writer Samuel T. Francis in 1992.
It's to describe a condition where the state is simultaneously ineffective at enforcing laws against serious crime and oppressive in its enforcement of minor regulations against law-abiding citizens.
It refers to a system of government that fails to provide protection to its citizens while persecuting innocent conduct through excessive taxation, bureaucratic regulation, invasion of privacy, and the manipulation of social institutions like the family and schools.
The term captures a paradoxical state where anarchyโdefined as the failure of the state to enforce lawsโcoexists with tyranny, characterized by the state's use of power to suppress the non-threatening and compliant.
This concept has been invoked to critique situations where governments focus on weapon confiscation or minor infractions while neglecting to stop violent crime.
